Shawn Baker-Garcia is a founding member and CEO of The Critical Mass LLC. Shawn is a security policy professional with over 10 years’ experience supporting USG agencies and global counterparts to develop and implement security-focused national frameworks and related programming. Shawn has supported and coordinated USG chemical, biological, radiological, and nuclear (CBRN) nonproliferation and counter-WMD (C-WMD) efforts. Having public and private sector experience, Shawn understands how a diversity of stakeholders, united in purpose, can focus efforts to address multidisciplinary aspects of urgent and complex security challenges. Well-defined roles and responsibilities, and an agreed upon sustainment architecture are key to success.
Most recently Shawn was a business development manager for Federal Resources, a Maryland-based company that provides field technology and strategies to military and first responder communities at home and abroad. Prior to that Shawn was a nonproliferation specialist at Oak Ridge National Laboratory (ORNL) where she supported U.S. Department of Defense, Defense Threat Reduction Agency (DTRA) chemical security programs for Iraq. From 2012-2015 Shawn served as the U.S. Department of State, Office of Cooperative Threat Reduction’s (CTR) Biosecurity Engagement Program and Chemical Security Program Iraq field coordinator and program officer. Shawn resided in Baghdad for two of those years where she coordinated interagency counter-WMD and counter- and nonproliferation initiatives to accomplish USG threat reduction goals.
Shawn, is conversational in Arabic and Spanish, holds a Master’s degree in Security Policy Studies from George Washington University’s Elliott School of International Affairs, a Bachelor’s degree in history from the University of California, Santa Cruz, and a certificate of completion from Middlebury College’s Arabic language program.
